No. WP-109 Men Wanted for the Army - Fort Artillery. The artist is Michael P. Whelan, about whom we know very little, and we were not able to find anything on the Internet. We do know that he created three paintings in this style for the U.S. Army in 1910 or shortly after that, but before the push to gear up to enter World War I. Note the formal and very traditional uniforms, including dress blues. The original poster was a beautifully crafted color lithograph of better quality than many.
