At the Turn of the Century, the Navy relied on signal flags to communicate between ships, so the symbolism in this poster would have been very recognizable during WWI. The poster is not signed, and the artist is not identified. It was printed by the American Lithographic Company in New York, which was a very big printing company having consolidated a number of smaller companies with all their expertise. It was common for artists who were starting out or who had not made a name for themselves to work for a lithography company, with the credit going to the company.
